农村社区小型水利设施合作供给意愿及其影响因素分析——以陕西省泾阳县为例

摘    要:小型水利设施在改善农民生产生活条件、提高农业生产效率、优化水资源配置效率、促进粮食生产等方面发挥了重要作用.通过对陕西省泾阳县桥底镇5个村的实地调查,运用二元Logistic模型分析农户对小型水利设施的合作供给意愿,探究影响小型水利设施合作供给意愿的主要因素.结果表明,在农户个体及家庭特征因素中,年龄、性别、当前是否务农、务农人数占家庭人数比例、灌溉面积对农户的供给意愿有重要影响;在农户认知因素中,小型水利对农业生产重要性、小型水利的损耗程度对农户的供给意愿有显著影响;在社区环境因素中,农户对水利满意度、是否偷水对农户的供给意愿有显著影响;在社会资本因素中,社会网络、社会信任、社会参与也是影响农户供给意愿的重要因素.因此,应该通过促进土地流转,实现农业规模化生产;创新管理制度,营造良好社区氛围;重视社会资本,降低合作成本等措施促进农村社区小型水利设施合作供给.

Abstract:Co-supply small-scale irrigation facilities are essential to rural development,the improvement of agricultural production and food security. Exploring farmer willingness for co-supply is crucial when constructing irrigation facilities. Previous research has framed small-scale irrigation facilities as public goods,and mainly focused on discussion of collective dilemma. Here,we employed a Binary Logistic Model to analyze farmer willingness for co-supply for small-scale irrigation facilities based on household data from Jingyang County from March to May 2012. The research content included respondents'individual characteristics,household characteristics,household cognition,community environment,social capital and government investment. The results show that there are many factors affecting the co-supply of small-scale irrigation facilities,including age,gender,whether engaged in farming recently,the percentage of farming labor,irrigated proportion,the agricultural importance of small-scale irrigation facilities, the damage of small-scale irrigation facilities,the satisfaction of small-scale irrigation facilities, whether to steal water,social network,social trust,communal participation. Based on these patterns we suggest that because the scale of agricultural land has a positive effect on farmer co-supply willingness,the government should play a leading role and use market mechanisms to guide farmland transfer. The community environment is an important factor affecting farmer willingness for co-supply of small-scale irrigation facilities and a good community environment minimizes water theft. Farmers'social capital structure impacts on their co-supply willingness and the government should pay more attention to farmer social capital and take active action to create a good environment that reduces the co-supply cost of small-scale irrigation facilities.
