| 摘 要： | 娄底市外来务工人员进城就业，为地区经济发展和城市建设做出了重要贡献。但由于受户籍制度、社会排斥、政策限制等因素的影响，大多数务工人员无论是在工作上、生活上，还是在心理上都处于城市社会的边缘，这严重影响了娄底城市化进程和地区的稳定。因此必须采取一系列有效措施：深化户籍制度改革，加快推进城镇化进程；建立符合务工人员特点的社会保障体系；完善关于务工人员权益保护的立法，为该地区务工人员融入城市创造良好的条件和社会环境

| Abstract: | Migrant workers＇ employment in Loudi city, made important contribution to the local economic development and city construction. Because of influence of household registration system, social exclusion, policy constraints and other factors, the majority of workers, whether at work, in life, or in the psychology are in the city society＇s edge, which has seriously affected the process of urbanization of Loudi city and regional stability. So we must take a series of effective measures ： deepening the reform of household registration system, accelerating the urbanization process; establishing social security system in accordance with the characteristics of migrant workers; perfecting migrant workers rights protection legislation, creating good conditions and social environment for workers into the city in the area. |
