| 摘 要： | 晚清出使大臣刘瑞芬因军功入仕，多次担任地方要员，在管理地方政务、参与洋务方面，政绩突出。在任职的各个阶段，刘瑞芬都能审时度势，实干兴邦，忠于职守，勤勉有加，成功地给自己担当的角色添上浓墨重彩的妙笔。作为地方官员，他在筹饷征税、清理词讼、整治吏治、厘正民风、关心百姓疾苦、崇文兴教等方面都做了一些可圈可点的政绩。在晚清风云际会之际，刘瑞芬尽瘁国事，是近代史上一位值得关注的官员。

| Abstract: | Liu Ruifen, an envoy minister in the Late Qing Dynasty, gained his first official position for his military medals and was instated local officials several times. He made an outstanding achievement in the management of local governments and western affairs. On his whole job stages, Liu Ruifen not only worked dutifully, but also was able to size up the situation. He got a wonderful success on his job position. The article discusses the major government affairs of Liu Ruifen on his dedication, his hard, conscientious and diligent work when he was a local official. He had also done some remarkable things such as on taxation, cleaning up the legal cases, remediation officialdom and liquidating morals. He cared for people＇ s sufferings and improved their living and education. In the late Qing Dynasty Liu Ruifen tried his best on state affairs. Therefore, he was an important officer in Chinese modern history. |
