| 摘 要： | 地下经济被认为是起因于税制、法规不健全和腐败等官僚政治因素，在官方控制之外的经济活动，作为地上经济或公开经济的对立而存在的经济现象。这类经济活动游离于官方统计系统之外，不在当局登记之列，也不向政府申报和纳税。本文将地下经济粗略地划分为二类：对外不公开的非法经济活动；披着合法经营外衣取得非法收入的经营活动。通过对温州地区自1990年至1999年的十年间广义货币流量的比较分析，对温州地区地下经济规模进行了初步估计。

| Abstract: | The underground-economy which exists as an economic phenomenon in opposition to public economy is the result of the imperfect taxation and legislation, corruption and bureaucracy, and it is out of control of the government. Besides, this kind of economic activity is not included in the government statistics system and is beyond the registration of the authority and it therefore does not pay any taxes. This essay classifies the underground-economy into two kinds: one is to perform illegal economic activity, the other is to get illegal income in the name of legal activity. The author then makes a preliminary estimate on Wenzhou underground economy by making comparison and discussion about the currency flow during 1990-1999. |
