| 摘 要： | 权利授予失误、权力过于集中、权力弹性过大和权力监督乏力是腐败现象滋生蔓延的主要原因。把紧关口，坚持用好的作风选人；削减公权，完善权力配置制度；强化监督，提高权力监督效率是扼制腐败现象滋生蔓延的有力措施。

| Abstract: | Conferring rights wrong,over- concentrated rights, too highly resillient rights and lack of rights supervision are the main causes of corruption breeding. They are powerful countermeasures: to choose right persons honestly, to reduce civil rights, to perfect rights disposition system, to strengthen supervision and increase the efficiency of rights supersion in containing the corruption breeding. |
