| 摘 要： | 独立设置成人高校在历史上为促进我国经济和社会的发展，促进教育大众化和教育公平，满足成人学习者特别是弱势群体的学习需求，做出了重要贡献。进入新世纪，终身教育受到越来越多的国家的关注和重视。在这一背景下，成人高校如何定位和发展？还没有统一的认识。为此，在深入调研的基础上，进行分析与思考，为成人高校的战略发展提供了理论依据。
