| 摘 要： | 高等学校包含政治权力系统、行政权力系统和学术权力系统三大权力系统.三种权力在高校内部管理中共处共生,相互牵制.本文对高校内部三大权力的共存共生进行了分析,深入剖析了三种权力的错位与冲突,提出了准确把握三权的内涵,科学界定权力的职责范围;建立健全法律法规,为协调三权关系提供法律制度保障;重塑大学精神,切实弘扬大学学术权力;建立三权协调运行的耦合机制,实现权力的相互制约等四项主要措施,以期实现三权共处于高校的统一体中,各自行使相应的职能.

| Abstract: | The higher colleges and universities include the political power, administrative power and academic pow- er. Three kinds of powers are in co-existence and mutul dependence in the internal management of colleges and u- niversities. This paper analyzes the coexistence of the three kinds of powers within colleges and universities and the dislocation of the three kinds of powers and conflict in-depth and puts forward four major measures, including accu- rately grasping the connotation and scientifically defining the scope of responsibility of the three kinds of powers, establishing and perfecting the laws and regulations, providing legal system guarantee to coordinate the relationship between the three kinds of powers, rebuilding university spirit to promote the academic power in colleges and uni- versities and establishing a sound power operation system to coordinate the three powers to realize the power restric- tion in order to achieve the three kinds of power in a unity of colleges and universities and carry out their respective functions accordingly. |
