| 摘 要： | 推进农村土地使用权流转。发展适度规模经营，是建设现代农业的必然要求。三明市作为海峡西岸经济区的重要组成部分和沿海港口的腹地，要充分发挥其优势，促进农业生产力的发展，提升整体经济素质，建立和完善农村土地承包经营权流转机制势在必行。三明市在推进土地承包经营权流转过程中主要存在社会化服务体系不健全．土地流转制度宣传落实不够到住和农户不愿长期流转土地等问题，从而使土地流转缺乏良好的投资环境，制约了土地流转规模进程化。因此，要加快农村土地规模化、集约化、产业化经营，推动海峡西岸经济区现代农业发展，三明市须进一步完善社会化服务体系和土地流转配套制度，明晰相关管理制度．并充分发挥乡村组织在土地承包经营权流转中的作用。
