| 摘 要： | 近年来，随着入世承诺的逐步兑现和对外开放领域的进一步扩大，我国服务业利用外资有了很大的发展。外资进入我国服务业的速度加快，规模增加，投资的行业也越来越广泛。但也存在着规模偏小、投资结构不合理等问题。服务业FDI流入，对我国经济发展产生了积极的福利效应，如增加了资本形成、产生了技术外溢、促进了市场竞争、扩大了就业。提升了产业结构水平，促进了制度的完善等。今后，为了更好地提升我国服务业利用外资的经济效应和水平．需要在继续扩大服务市场开放、优化服务业外资结构、加强国内引资环境建设、完善法律法规、提高国内服务消费水平及加强服务业专业人才的教育和培养等方面多下功夫，采取有力的对策措施。

| Abstract: | As we gradually fulfill the WTO commitments and further expand the fields to the FDI, China＇s service industry has made great progress in absorption of foreign capital in recent years. The speed of foreign capital,s entry into China＇s service industry is accelerating, the scale is increasing and the fields which the foreign capital invests are becoming more and more wide . But there also exist several questions, such as the small-scale, the irrational investment structure and so on. FDI,s inflows into service industry has had a positive effect of welfare on China＇s economic development, such as increased capital formation, emerged technology spillover, promoted competition in the market, expended employment, raised the level of the industrial structure and promoted the system perfect. Now, in order to better upgrade the economic effects and the level of use of foreign capital in service industry, we need continue to expend the field of service industry to the FDI, optimize the capital structure of the service industry, strength the construction of the investment environment, perfect the laws and regulations, raise the level of domestic consumption of service, strengthen the education and training of the professionals in service industry and take effective countermeasures. |
