| 摘 要： | 高技术发展是指包括先进技术的研制，及其与其它生产因素相结合形成现实生产力，并促进整个经济发展的动态过程，高技术发展分为三个层次，高技术研究，高技术商业化开发和高技术扩散，在高技术创新过程中所形成的高技术经济，是泛指融入高新技术因素的生产力和生产形式，通过对高新技术产品和产业生成路径的创新分析，阐述高技术经济存在着内在差异，高技术经济的生成，发展遵循着经济发展的内在规律，既有着深刻的历史渊源，又是整个经济系统在一定的发展阶段上演化（进化）的产物，最后，对我国高技术发展有关政策问题进行了论述。

| Abstract: | The high-tech development refers to the dynamic procedure that involves the developing of advanced technologies, the combination with relevant factors to form the real productivity, and promote the overall economic development. It can be divided into three stages: research of high technology, commercialization of high technology and diffusion of high technology. The high-tech economy, formed during the process of technological innovation, generally refers to the productivity and mode of production with high-tech factors. Through an innovative analysis to the tracks of high-tech products and high-tech industries, the author explains the internal difference exists in the high-tech economy. The generation and development of high-tech economy conform to the intrinsic rule of economic development. They are not only phenomena with historical origins, but also outcomes of the evolvement of economic system to a certain stage. Finally, the author discusses relevant policy issues of China's high-tech development. |
