| 摘 要： | 目的/意义]文章旨在探究应急处置信息资源的共建共享,为突发事件的各主体应急协作提供条件,提升各主体应对和处置突发事件的能力和完善应急协作机制等提供依据。方法/过程]本文阐述了突发事件应急处置信息资源共建共享引入协同理论的可行性及必要性,构建了应急处置信息资源共享的协同框架,分析其信息产生主体、使用主体、管理主体之间以及各主体与各子系统之间的协同关系,进而从构建应急处置信息资源共享协同标准化平台、应急信息资源共享协同传播模式和应急知识资源协同管理模式来实现应急处置信息资源的整合与共享。结果/结论]基于协同理论的应急处置信息资源共享可以实现应急信息从源头到收集、整理、传递等过程中冲破组织界限垒,消除信息孤岛,实现信息的共享和创造,对各主体应急协作过程产生积极的推动作用。

| Abstract: | Purpose/Significance]The purpose aimed to explore the co-construction and sharing of emergency information resources,and provided conditions for the main bodies of emergency cooperation,enhance the main bodies' ability of dealing with emergencies,and improve the emergency cooperation mechanism.Method/Process]The paper elaborated the necessity and feasibility of synergy theory into emergency information resources sharing research,and developed the collaborative architecture of emergency information resource sharing,then,analyzed the collaborative relationships among data subjects and between data subjects and their sub-systems.In order to deal with the overwhelming emergency information resource sharing demand from the synergetic point of view,it proposed emergency information resource sharing collaborative standardization platform,emergency information resource sharing co-propagation model,emergency knowledge collaborative management model.Result/Conclusion]Emergency information resources sharing based on synergetic theory could break through organizational barriers in the process of emergency information from source to collection,collation and transmission,eliminate information isolated islands,realize information sharing and creation,and play a positive role in promoting the process of emergency cooperation of all bodies. |
