| 摘 要： | 城中村中的廉租房为城市流动人口提供了住房保障,弥补了相关政策漏洞,其拆迁给城市流动人口带来了社会成本。城中村拆迁使流动人口陷入住房困境,不利于城乡统筹,减少了失地农民的谋生手段,增加了政府的财政负担。减少城中村拆迁中流动人口的社会成本,应使城中村由异地改造为主转为以原地改造为主,改善城中村被拆迁租户的住房保障,并保障租户的话语权。

| Abstract: | Low-rent houses in urban villages provide recurrent population with housing support and remedy certain policy flaws.The demolition brings social cost to recurrent population and puts them in housing trouble,which is not conducive to urban-rural integration.It also reduce the means of subsistence for farmers losing farmland,thus increasing the government’s financial burden.In order to reduce the social cost of recurrent population in demolishing urban villages,several means should be taken,including transforming the off-site renovation to autochthonous renovation,improving the housing security of relocated renters,and protecting their discourse rights. |
