| 摘 要： | 文章基于1995—2008年中国省级面板数据,采用GMM分析方法,从全国,东部、中部和西部四个角度对财政分权对我国农村居民消费的影响进行了实证研究。结果显示：在全国方面,财政分权对农村居民消费的影响系数为正,这表明财政分权提高了我国农村居民消费水平。从各地区来看,由于各地生活水平、自然条件以及居民消费偏好的不同,财政分权对各地农村居民消费的影响不同,其与中部、西部地区居民消费水平都呈正相关,但对中部地区的影响较大,对西部地区的影响相对较小,而对东部地区的影响为负。最后根据结论,提出政策建议。

| Abstract: | Based on the Chinese provinces panel data from 1995 ～2008,using GMM method,this article makes a positive research about the effect of fiscal decentralization of authority on rural consumption from the aspects of national,eastern,middle and western parts of China.The result shows：at the national-wide viewpoint,the coefficient of fiscal decentralization of authority for rural consumption is positive,which means fiscal decentralization of authority improves rural consumption.In the matter of places,fiscal decentralization of authority has different effects on rural consumption due to different living levels,natural conditions and consumption preference.In midst of the effects,fiscal decentralization of authority is negatively correlated with middle and western rural consumption and positively correlated with eastern rural consumption.The effect for middle part is relatively strong while the effect for western part is relatively week.At last,we put forward policy advices according to the conclusions. |
