| 摘 要： | 分析《中华人民共和国政府信息公开条例》在实施过程中存在着公开意识不强烈、规则界定不明确、公开程序不规范、公开内容不具体、公开方式不丰富、救济方式不力等现实困境，挖掘产生困境的4个根源，并在此基础上，从5个方面深入探讨完善我国政府信息公开的有效路径：加强教育，增强政府官员的民本思想和公民的维权意识；完善立法，建构科学协调的制度规范体系；广辟信息公开渠道，拓宽信息公开范围；设立具有权威性的国家政府信息公开协调机关，确保信息公开渠道畅通；强化信息公开工作的内部考评和外部监督，确保公民权利的有效救济。

| Abstract: | The paper analyzes the hardship of “The Decree of Government Information Openness” in the implementation process: public awareness is not strong; the rule is not clearly defined; open procedures are not standardized; open content is not specific; open manner is not rich and relief methods is poor. The paper implores the four root causes of the resulting plight. And on this basis, the paper investigates five effective path in depth of the perfection of government information openness,which are strengthening education and strengthening the people thought of government officials and the rights awareness of citizen; improving legislation and constructing a coordinated system; finding more channels of information openness and broadening the scope of information openness; establishing an authoritative government coordination to ensure the channels of information openness unblocked; strengthening the external oversight and internal evaluation of information openness to ensure the civil rights effective remedies. |
