| 摘 要： | 近年来，在政府管理改革的过程中，一些学者和实际工作者都纷纷提出了要建立“服务型政府”的改革目标，然而，对“服务型政府”内涵的理解以及如何建立“服务型政府”的问题却存在着很大的分歧。本文认为建立“服务型政府”，要求政府更加注重公共服务职能的履行，不能使其完全市场化；同时开拓“服务型政府”的路径是多样的。
