摘    要:目前,中国的义务教育资源分布不均情况比较严重,突出表现为地区间、城乡间以及校际间办学条件差异巨大。日本义务教育均衡发展的有益经验给我们的启示是:稀缺的义务教育资源应得到公平而有效的分配,应该以全国统一的中小学建设标准作为我国基础教育均衡发展的切入点,以教育资源配置的均衡作为基础教育均衡发展的基础,以办学水平和教育质量的均衡作为基础教育均衡发展的内涵和追求的目标。

Abstract:Resource distribution of Chinese compulsory education is severely unbalanced at present, which is embodied in the great difference between regions and schools, urban and rural areas. The paper learns from Japanese experience of balanced compulsory education development and puts forward the implication that scared education resources should be distributed fairly and efficiently. Establishing a national accordant standard for Primary School and Middle School con- struction must be the starting point; balanced distribution of education resources should be the foundation of balanced development of compulsory education; the balance of management and teaching level should be the intention and the goal of balanced compulsory education development.
