| 摘 要： | 昆明市社会组织主要分为社团组织和民办非企业单位，其在推进各类行业产业化、提供社会公共服务、和谐昆明建设等方面发挥着积极的作用。但由于目前法律法规的不健全、管理体制的缺陷和自身能力缺乏、生存压力等因素，出现了其提供的公共服务产品质量不高、效率低下的局面。要走出这种困境应从改革现行管理体制、规划科学布局、加强能力建设、构建良好合作环境等方面入手。

| Abstract: | Kunming social organizations consist of community organizations and private non-enterprise units. They play an active role in promoting the industrialization of various industries, in providing public services and building a harmonious Kunming. However, due to the imperfect current laws and regulations, defect management system, deficient in ability and survival stress appear the poor quality and low efficiency in the provision of public services. To get out of this predicament, the existing management system, planning the scientific layout, strengthening capacity building, and building a good environment for cooperation should be reformed. |
