粮食安全背景下江苏水稻生产优化布局研究

摘    要:基于2005—2020年江苏水稻生产数据,运用综合比较优势、Topsis综合评价和趋势预测模型等方法对江苏各地水稻生产水平进行综合评价,指导江苏水稻生产优化布局。结果表明:江苏粳稻生产应向苏北、苏中优化布局,其中盐城、淮安、宿迁、连云港和扬州可以适度增加粳稻种植面积,泰州、南通、南京、镇江、苏州、常州、无锡应稳定粳稻种植面积;江苏籼稻生产应向淮安、宿迁、徐州和南京优化布局,盐城、连云港、扬州、泰州、常州和镇江可以适度减少籼稻种植面积,提倡“籼改粳”,并提出优化布局的政策建议。

Abstract:Based on the 2005-2020 rice production data in Jiangsu, this paper evaluates the rice production level in 13 prefecture-level cities of Jiangsu by using Aggregated Advantage Indices(AAI), TOPSIS model and trend prediction model, etc., in order to guide the optimal distribution of rice production in Jiangsu. Results show that the distribution of japonica rice production in Jiangsu should be optimized to the north and central area, wherein japonica rice planting area could be moderately increased in Yancheng, Huai'an, Suqian, Lianyungang and Yangzhou, and should be stabilized in Taizhou, Nantong, Nanjing, Zhenjiang, Suzhou, Changzhou and Wuxi; the distribution of indica rice production should be optimized to Huai'an, Suqian, Xuzhou and Nanjing, and the planting area of indica rice should be moderately reduced in Yancheng, Lianyungang, Yangzhou, Taizhou, Changzhou and Zhenjiang and the policy of “replacing indica rice with japonica rice” should be advocated. This paper also proposes some policy suggestions for the optimized distribution of indica rice production in Jiangsu.
