| 摘 要： | 为推动我国网络游戏管理政策体系的优化与完善，提升管理质量及效率，文章结合政策工具理论，通过构建二维分析框架、文本内容编码着重研究分析政府及各相关部门近年来推出的网络游戏管理政策，发现其存在政策工具结构失衡、政策应用效力不足、政策前瞻性有待增强、政策协同机制有待完善等不足，并据此提出优化政策工具结构、加大政策治理力度、健全政策协同机制等建议，为政策未来的改进、制定与实施提供意见参考。

| Abstract: | In order to promote the optimization and improvement of the online game management policy system in China and improve the management quality and efficiency, this paper applies the theory of policy tools and focuses on the study and analysis of the online game management policies launched by the government and relevant departments in recent years by constructing the two-dimensional analysis framework and text content coding, and finds that there are deficiencies in the structure of policy tools, insufficient effectiveness of policy application, policy foresight to be enhanced, and policy coordination mechanisms to be improved. Based on this, suggestions are put forward including optimizing the structure of policy tools, strengthening the policy governance, and improving the policy coordination mechanisms, etc., so as to provide suggestions and references for the improvement, formulation and implementation of the future policies. |
