| 摘 要： | 煤炭城市发展战略的科学制定是城市可持续发展的前提和基础.通过对煤炭城市发展战略类型的科学划分,构建煤炭城市发展战略对城市绩效影响关系的二阶段分析模型,并进一步构建模型的指标体系.将熵权Promethee Ⅱ评价方法引入并用于第一阶段的评价过程,第二阶段则采用二因素方差分析辅以回归分析的方法探悉发展战略与城市绩效之间的关系.通过我国18个煤炭城市2006年数据的实证,得出我国煤炭城市应采取均衡型知识效益战略和持续型经济效益战略相结合的混合战略的结论.最后,针对不同战略类型城市给出了相应的战略调整措施,为煤炭城市战略转型提供决策指导.

| Abstract: | Scientific establishment of coal cities' development strategy is the precondition and basis of cities' continuous development. By scientific partition of types of coal cities ' development strategy, two - phase analysis model of effect relation between coal cities' development strategy and cities' performance is constructed and index system of the model is formed. Entropy weights Promethee Ⅱ method is introduced into evaluation process of the first phase and two factor square deviation analysis, regression analysis method are used in the second phase to probe into relation of development strategy and cities' performance. Conclusion that mix the strategy of balanced knowledge benefit strategy and continuous economic benefit strategy should be adopted by Chinese coal cities is drawn by empirical analysis of 2006 datum of Chinese eighteen coal cities. Finally, corresponding strategy adjustment measures are presented for different strategy - type cities to provide decision - making guidance for strategic conversion. |
