| 摘 要： | 行政指导是现代市场经济与行政民主发展进程中出现的一个重复而复杂的行政现象。我国的人口与计划生育工作开展近三十年来,一直被喻为"天下第一难事",计划生育工作在早期曾采取了一些颇有争议的粗暴方式和手段。随着社会的全面发展,"以人为本"的行政理念逐渐深入人心,行政指导以其特有的优点成为我国人口与计划生育工作中一种重要的方式和手段,必将为我国的人口与计划生育工作作出更大贡献。

| Abstract: | Administrative guidance is an important and complex phenomenon with the development of modern market economy and administrative democracy.The family planning,called the hardest nut under the sun,has been carried on for nearly 30 years in our country.In the earlier period,some rough and violent measures were taken,which gives rise to much controversy.With the full development of society,the administrative concept of humanism has been coming into mind.Administrative guidance as an important measure and approach with its particular advantages,will have to benefit the population and family planning. |
