| 摘 要： | 技术标准可分为法定标准和事实标准,知识产权与技术标准相结合即为知识产权标准化。知识产权标准化许可政策经历了从"公平、合理、无歧视"的许可原则到"事前披露"原则的演进。对于知识产权标准化许可,一方面企业要将其作为战略选择,另一方国家要对其加强法律控制。

| Abstract: | Technical standards can be divided into legal standards and facts standards.It is intellectual property standardization that intellectual property combines technical standards.Intellectual property standardization licensing policy changed from"Fair,Reasonable and Nondiscriminatory"to"Ex Ante RAND".For intellectual property standardization licensing,on the one hand,the enterprise must take it as the strategic choice,on the other hand,the country should strengthen legal control to it. |
