| 摘 要： | 黑河均水制度产生于清雍正(1723~1735年)初年,其目的是为了调节黑河上流对下流农业用水的挤占;黑河调水计划出台于2000年,它的出台取代了黑河均水制度,其目的是为了调节黑河流域社会经济的发展对生态用水的挤占。均水制度和调水计划是黑河流域社会经济发展的两个分界点,黑河均水制度的产生使得黑河流域传统的外延式发展道路受到了严重挑战,黑河调水计划的出台则为外延式发展道路彻底划上了句号。

| Abstract: | The Rule of Distribution of water between upper reaches and lower reaches of HeiHe River was laid down in the early days of YongZheng of Qing dynasty,the aim of it was to regulate water using of agriculture between upper reaches and lower reaches.The Plan of Allocation of water of HeiHe River valley that has replaced The Rule of Distribution of water between upper reaches and lower reaches of HeiHe River was laid down in 2000,the aim of it is to hold back the whole valley occupied the water that has been used to keep the ecological system in balance. The Rule and The Plan are two dividing lines of economic development of HeiHe River valley. The Rule was a restriction and The Plan is a prohibition to the traditional and external way to develop economy. |
