| 摘 要： | 高校行政效率的高低是高校整体规划建设能否健康开展的重要保障。从政策过程的视角观察高校行政管理的过程，高校基层管理人员处于执行决策的核心位置，“对上”要落实中高层管理者的决策，“对下”直接面对广大师生，其管理工作的有效性关系着高校行政效率的高低。因此，要提高行政管理效率，基层管理人员如何做好对上对下的协调和具体执行工作便显得尤为重要。

| Abstract: | The administrative efficiency in the higher education system is very important for a healthy integrated planning. If we observe the process of university administrative management from policy process,we may realize that the junior managers in the schools are the key policy performers who execute the policies made by the senior managers and meanwhile reply to the staff and students. Their efficiency correlates to the overall efficiency of the school. Therefore, to promote the general administrative efficiency requires Considering how the junior level managers do a better lob. |
