| 摘 要： | 在委托代理框架下，由于委托人与代理人利益的不相容，信息的不对称，委托人对代理人监督的乏力，委托人对代理人选择的唯一性等原因，导致公共政策在执行过程中往往会偏离预期目标发生偏差，为有效防止公共政策执行偏差，解决公共政策执行的委托代理问题，委托人需要重新建构一套有效机制，使代理人按照自己的意志行事。

| Abstract: | There are always bring on the aberrancy during implementation public policy due to the interest conflict between clients and agents,the asymmetry of information,the different interests and the asymmetry of responsibility and power between the policy-maker and the policy implementer.To prevent the aberrancy in public policy implementation and to take principal-agent under control,the client must reconstruct a new effective system in order to implement public policy. |
