摘    要:农村居民点整理适宜性与整理潜力分析是划定农村居民点整理分区、制定差别化分区管制措施的基础。农村居民点整理适宜性不仅与自然、社会、经济因素有关,也与政府和农户意愿密切相关,本文以江苏省徐州市为例,选取自然条件、社会发展、经济水平、政府意愿和农户意愿五方面的12个指标评价农村居民点整理适宜性,采用人均建设用地标准法测算农村居民点整理潜力,通过整理适宜性与整理潜力的空间叠置分析,划定农村居民点整理分区,并制定差别化的分区管制措施。研究结果表明:基于整理适宜性和整理潜力的区域分异,徐州市可划分为优先整理区、优化调整区、滚动发展区和控制改造区四类区域,从整理优先次序、空间形态调整、组织模式、资金筹集模式等方面明确其差别化的整理管制措施。本文基于农村居民点整理适宜性与潜力评价划定整理分区,并制定区域差别化的整理管制措施,可为循序渐进的推进农村居民点整理提供科学依据。

Abstract:Rural settlement consolidation suitability and consolidation potential analysis are important to rural settlement consolidation research,zoning and differentiated regulation policy. Rural residential consolidation suitability evaluation is related to natural factors,social factors, economic factors,and depends on the willingness of governments and households. Here,we use Xuzhou city as an example and select twelve indices from natural conditions,social development, economic level and the willingness of governments and households. We then evaluated the rural residential settlements consolidation suitability by using AHP and comprehensive analysis;the construction land per capita standard method was employed to calculate the rural settlements consolidation potential. We found that based on regional differences according to the overlay analysis of rural settlement consolidation suitability and consolidation potential evaluation,four zones are clear in Xuzhou city:a prior consolidation area,optimization adjustment area,rolling development area and control improvement area. Each zone should formulate different regulation policies,such as consolidation sequence,space form adjustment,organization mode and financial collection mode. We established rural settlement consolidation zones and formulate different consolidation regulation measures based on the overlay analysis of rural settlements consolidation suitability and consolidation potential evaluation. These data will provide a scientific reference for promoting rural settlement consolidation in an arranged way.
