林地细碎化、规模经济与竹林生产——以浙江龙游县为例

摘    要:本文以浙江省龙游县的竹林生产为例,基于112户农户的微观调查数据,采用地块数量、地块平均面积,地块距离指数PD和S指数对农户经营的竹林地细碎化程度进行了测度,并将竹林地块数纳入生产函数,运用改进的C-D生产函数模型实证分析林地细碎化对规模经济及竹林产出的影响,结果表明:1农户经营的竹林地平均块均面积为0.853hm2,户均经营3.58块竹林地,地块距离指数PD值平均为0.35,S指数平均为0.493;2农户竹林地细碎化不但降低了竹林生产的规模经济效应,而且也影响了竹林的产出。从竹林规模弹性来看,其值小于1,说明目前在竹林生产过程中不存在规模经济。

Abstract:Here we analyze the effect of forestland fragmentation on economies of scale and bamboo output in order to formulate policy regarding reform of the collective forest property right system and improve peasant income. Based on micro survey data of bamboo production from 112 households in Longyou County,Zhejiang,we used the quantity of bamboo plots,average area of bamboo plots,distance index(PD)and S index to measure the fragmentation of bamboo forestland. Bamboo plot number was added to the production function. An improved C-D production function model was used to analyze the influence of forestland fragmentation on economies of scale and the output of bamboo. We found that the average area of bamboo plots was 0.853 hm2,the average household managed 3.58 bamboo plots,the distance index(PD)was 0.35,and the S index was 0.493;the fragmentation of bamboo forestland is relatively higher. The input-output elasticity of managed bamboo areas was the largest,the input-output elasticity of labor was second,and the input-output elasticity of capital was the lowest and not statistically significant. The fragmentation of bamboo forestland reduces the scale economy effect of bamboo production and affects the output of bamboo. From the perspective of bamboo scale elasticity(value less than 1),a scale economy does not currently exist for bamboo production.
