| 摘 要： | 20世纪90年代以来,澜沧江干流梯级开发的跨境影响一直是国际社会激烈争论的焦点。随着流域内水能资源开发、市场需求和环境保护一体化地形成和发展,研究与之有关的水政治,有利于共享水资源开发与协调管理。在对国际上关于澜沧江大坝水政治言论和观点综述基础上,判识了其实质和特征;从认识基础差异和管理机制不完善、外部势力介入、民间外交薄弱、全球化和气候变化方面系统分析了中国在水政治冲突与合作上的挑战;从建立互信机制、实施流域整体开发、构建合作机构、多方参与和利益补偿、科技与信息交流等方面提出中国的应对措施,为澜沧江开发与管理过程中,协调上下游关系、维护区域安全与稳定以及顺利推进区域合作等提供科学依据。

| Abstract: | The transboundary influences caused by the cascade development on Lancang River has been the focus of international debate since the 1990s.With the integration of resource development,market demand and environmental protection in the basin,research on hydropolitics will help to the shared water resource development and coordination management.In this paper,the hydropolitics views about the transboundary influences of Lancang River dams were reviewed,and their essences and characteristics were identified.The challenges faced by China in water-related conflict and cooperation were systematically analyzed,including the different perception bases and unsound management mechanism,external forces intervention,weakness in non-government diplomacy,economic globalization and climate change.The integrated measures should be considered,including confidence building measures,integrated basin development,cooperation mechanism,multilateral participation and benefit compensation,and technology and information platforms.It is important to provide scientific basis for coordinating upstream-downstream relationship,maintaining regional security and stability,and facilitating cooperation in the development of the Lancang River. |
