| 摘 要： | 反腐败是一个复杂的系统工程，强调抓大案要案是当前反腐败工作的一个重要环节，在强调抓大案要案的同时，还要从全局与战略的高度查处形形色色的小案次案，因为抓小案次案是处理好党群关系与干群关系的基本条件，也是构建和谐的社会主义政治文化的群众基础和社会基础。

| Abstract: | Anti-corruption is a complicated system.It is inadequate to cope with serious cases alone.And all kinds of secondary cases should also be handled from an overall and strategic perspective,for handling secondary cases is the basic condition of bettering the relationship between the Party and the mass,the leaders and the mass.At the same time,it is the foundation for constructing the harmonious socialist political culture. |
