| 摘 要： | 养老问题已经成为全社会关注的焦点问题。在实地调研基础上,通过查资料、看实况、问情况、听汇报等方式收集实证资料,对洛阳市社会养老发展的现状、难点与问题进行了系统的梳理、归纳与剖析,并提出了＂澄清认识,树立正确的福利供给观;解放思想,探索多层次、多形式的养老机构多元发展之路;重中之重,重锤放在社区居家养老服务体系建设;审时度势,适时推进老年人长期照护制度＂等发展社会养老事业的建议。

| Abstract: | Pension issues have become the focus of the whole society. By collecting empirical data on the basis of field investigation, this paper studied and analyzed the present situation, the difficulties and problems of the social provision for the aged in Luoyang. Suggested ways for the development of social provision for the aged, For example, to set up the correct view of welfare supply, explore the multi - level, multi - form development path of the nursing institution for the aged, focus on the development of community system of elderly care service at home, construct the elderly long- term care service system. |
