| 摘 要： | 从《洛桑报告》、R&D/GDP的相关指标看,我国企业科技竞争力水平低下,总体创新能力较弱。究其原因在于政府R&D投入机制不完善,科技成果转化为现实生产力的能力薄弱,企业尚未真正成为科技创新的主体,企业R&D人才机制不健全。因此,需要进一步完善政府R&D投入模式,协调产学研合作关系,发展企业R&D中心,健全R&D用人制度。
