| 摘 要： | “初郡政策”是一个被史学界忽视了的问题,实际上汉朝推行的统治南方少数民族的“初郡政策”,开创了历代中央王朝统治南方少数民族的基本政策。这套行之有效的治理南方少数民族的政策,被汉朝以后各代中央王朝所继承、沿用,并加以发展,同样成为统治南方少数民族的基本政策,收到了良好的效果。因此,“初郡政策”不仅在稳定和巩固汉朝统治南方少数民族的历史中起过重要作用,对汉以后各代中央王朝能长期对南方少数民族进行统治也起过很大的作用,而且还促进了南方少数民族社会政治、经济、文化的发展,对统一多民族国家的形成和发展有重要的意义。

| Abstract: | Chu Jun Policy" has been ignored by the history field, but in fact it created an essential policy for the past central dynasties to govern the southern national minorities. The effective policy was inherited, adopted and developed by the central governments following Han Dynasty and also became an effective policy to govern the southern national minorities. Therefore, it played an important role not only in stabilizing and strengthening dominating the southern mational minorities by Han Dynasty and the following dynasties, but also it promoted the development of the southern national minorities in social politics, economy and culture. It was of great importance in the formation and development of a country of nationalities as well. |
