| 摘 要： | 搭造数字化，信息化的网络信息管理电子化平台，是为城市智能化，决策科学化及宏观调控等创新思维奠定基础，构造数字化的电子管理平台是一个相当复杂的带有政治，经济性质的高技术集成的网络系统工作，它的建设不应简单套用传统的结构（Browse/Server或者Client/Server)，而是应该针对不同门类的信息系统提供综合的管理手段并加以集成。
