| 摘 要： | 生态文明作为一种独立的文明形态，是一个具有丰富内涵的理论体系。确立生态文明新目标。这是我们党在树立科学发展观和实现科学发展道路上的重大新认识、新理念、新任务。生态文明建设应以落实科学发展观为前提，着重从人们思想观念、生产发展方式、政府的政策、法律制度等方面着手，重点抓好“三个体系”建设。

| Abstract: | As an independent form of civilization, ecological civilization is a rich connotation of the theoretical system. The establishment of a new ecological civilization is our party＇s major new understanding, a new idea and a new task in establishing a scientific concept of development and realization of the scientific development. The ecological civilization construction should be based on the implementation of the concept of scientific development and be focused on ideas, production development, the Government＇s policies, legal system, and other aspects, as well as on the ＂ Three-System＂ construction. |
