| 摘 要： | 作为煤炭大区、能源基地的内蒙古,近年来的经济快速发展是典型的高碳经济发展模式。因此,转变发展模式,实现低碳发展已迫在眉睫。笔者从内蒙古发展低碳经济面临的现实难题出发,主要探讨内蒙古发展低碳经济的制度与政策保障,即应从观念、政策、管理体制、实施机制等诸多方面为内蒙古加快低碳经济发展提供政策支持,从而形成有效的支持、鼓励和推动低碳经济发展的正式制度和非正式制度环境,为发展低碳经济提供制度保障。 |

| Abstract: | The rapid economic development of Inner Mongolia as an energy base with rich coal resources is of typical high-carbon economy development model.Therefore,it is emergent to change the model and to carry out low-carbon development.Starting with the practical difficulties encountered,this article discusses the system and policy guarantees for developing low-carbon economy in Inner Mongolia.That is,we should offer policy support in many aspects including the notion,policy,management and implementation of low-carbon economy so as to constitute the formal systems and informal system environment to support,encourage and promote low-carbon economy and offer system guarantee for developing low-carbon economy. |
