| 摘 要： | 现阶段城乡居民收入差距过大，其原因是农民增收缓慢。选择农民增收的路径是实行土地规模经营，而现行一家一户分散零碎的土地使用权是规模经营的“瓶颈”和障碍。设想成立国家土地银行，盘活和整合原有的土地使用权，为规模化经营的实施创造一种新的制度安排。

| Abstract: | Nowadays,there is a great income difference between city and village inhabitants, the reason is that the income increase of farmer goes slowly. The choice of the way for farmer income increase is to carry out land management in scale, but the present land use right of scattered single family is the predictment and obstacle of scaled management. We expect to establish national land bank to activate and conform the original land use right, creating a new system for carrying out scaled management. |
