| 摘 要： | 政府职能基本理论,是政府进行科学的职能设置的前提,也是政府正确履行职能的前导。以政府职能理论关于政府的起源为标准,政府职能基本理论可以分为西方政府职能基本理论和马克思主义政府职能基本理论。西方政府职能基本理论的发展经历了五个阶段,而从其涉及的实质内容的角度来看,国家干预主义和自由主义政府职能基本理论是其主要理论形态。马克思主义政府职能基本理论是政府职能基本理论的重要组成部分。马克思主义经典作家以辩证唯物主义和历史唯物主义为指导,结合革命与建设实践,逐步形成了有关政府职能的一般基础理论。这一理论在我国得到了全面的丰富与发展。

| Abstract: | The theory of government function is both the basis of scientifically planing the government function and the guide of reasonly governing.In the criterion of the origin of the government,the theory of government function is divided into western theory of government function and marxism government function theory.There are five periods in the development of western theory of government function. There are two kinds of government function theory in western theory of government function,that is,lib- eralism government function theory and government function theory under the interruption of state.Marx- ism government function theory is the important part of government function theory.In the guide of dialec- tical materalism and histrical materalism,the famous Marxist worked out an another kind of government function theory.This kind of theory is practised in China. |
