| 摘 要： | 省委周永康书记提出"通过5年至10年的努力,把阿坝州建设成为全国30个民族自治州中的模范自治州".前景光明、任务艰巨,必须以跨越式、超常规的速度加快发展,靠什么,关键靠人,而人的问题关键是个素质问题,素质问题关键在教育."要跨越,就要先抓好人才的跨越".我州人才的短缺呈立体性态势,因此,引进人才、开发人才和培养人才都显得十分重要,但根本出路在于发展民族教育.本文就建设模范自治州、人才开发、发展教育三者的关系,谈了一些肤浅的意见.
