| 摘 要： | 作为一种聚合民主，代议制民主在事实上是难以真正实现政策合法性的。为此，政策合法性的实现，必须将视角转换到协商民主领域中来。在协商民主中，公共政策由于反映了多元社会中复杂的一致意见而更具合法性。

We need to convert our angle to the field of deliberative democracy, in which public policy can reflect the complexity of a pluralistic society and achieve its legitimacy. |
