| 摘 要： | 培养高素质具有创新精神和能力的创新人才是当前教育的最高目标，而“科学文化素质”是“创新”的基础和源泉；全国高校扩大招生规模的决策是正确英明的，但将造成原本文化基础较差的体育生源文化素质进一步下降；体育高等教育要突破发展的瓶颈，必须更新教育观念，向全面素质教育转轨，特别要加强文化素质教育，探讨改革课程结构，确立文化基础课程体系，加强人文课程的地位和重视隐性课程的意义和措施。

| Abstract: | It's the highest goal of contemporary education to cultivate qualified personnel with innovative spirit and ability. And cultural quality is the basis and source of innovation. It's sagacious for colleges and universities to extend their enrolment now. Nevertheless, College enrolment extension will further lower P.E. students' cultural quality which has been poor originally. To break through this crisis in the development of college P.E. education, we should renew our education conception and turn to all round quality education with specific emphasis on cultural quality education. We should probe into curriculum reform and establish a culture based course system, which stress the position of culture courses and the significance as well as measures of recessive courses. |
