| Abstract: | To break bottlenecks such as inadequate re- sources ,lack of human resources and inadequate in- vestment environment arising from the industry transfer , we must orientate scientifically and use resources in- tensively, we must innovative human resources man- agement; build a comprehensive social service system, and cultivate indigenous enterprises to improve the carrying capacity . |
