| 摘 要： | 利用层次分析法和模糊综合评价法,对棚户区节能改造中应用合同能源管理模式的风险进行了研究。结果表明,该节能项目风险等级为中等,并针对其中的主要风险因素,提出利用合同规避节能量计量精确性风险,建立有效诚信机制约束业主信用风险,建立专项节能资金拓宽融资渠道等建议。

| Abstract: | The authors of this paper have studied the risk of energy performance contracting(EPC) in the energy-saving reconstruction in shantytowns through the analytic hierarchy process and fuzzy comprehensive evaluation method. e results show that the risk level is medium. this paper, the authors put forward some suggestions for the risk, such as the application of contracts to avoid risks, the establishment of an effective credit mechanism to restrict owner credit risk, and the creation of special energy-saving fund to broaden financing channels. |
