摘    要:科学发展观的价值内核是以人为本,全面、协调和可持续发展,最终目的在于促进经济社会和人的全面发展。高等教育作为社会系统的重要组成部分,作为人才培养的专门机构,也必然要以科学发展观为指导。依据科学发展观的理论观点,当前我国高等教育的规模、质量、结构、效益需要协调发展;高等教育不能完全按照产业的运行规律去发展,而是必须遵循其特殊的教育规律;高等教育类型结构需要整合和科学的分类发展;高校内部改革需要以人本、创新、全面和协调为原则。

Abstract:The conception of Scientific Development means essentially the human-based, comprehensive, coordinated and sustainable development. It aims ultimately at promoting the comprehensive development of the society, economy and people. As a component of the social system and a special institution for talents education, higher edu- cation must be operated under the instruction of scientific development, too. Based on the theory of scientific development, this paper studies the problems in the development of higher education in China and discusses the direction of its potential reform. The discussion focuses on four respects., the comprehensive development of scale, quality, structure and benefit, the relationship between higher education and market economy, the structure of the higher education in our country, and the internal reform of the colleges and universities.
