| 摘 要： | 目的/意义]冷战结束后的10年里,美国史无前例地启动了大规模的情报调查,提出了诸多改革情报协调体制的建议,推出了诸多情报改革举措。研究这10年期间美国改革情报协调工作的历史进程,有助于更好地理解和把握“9·11”后美国国家情报改革的历史背景。方法/过程]采用历史分析的方法,纵向梳理了20世纪90年代美国改革情报协调工作的基本动因,国会与多个情报调查委员会发现的主要问题与改革建议,从情报立法层面落实相关改革建议的实际举措。结果/结论]研究发现,10年期间,美国深知其情报协调体制存在重大缺陷,然而相关情报改革工作未能取得实质进展,进而为随后发生的恐怖袭击事件埋下了隐患。

| Abstract: | Purpose/Significance]Since the end of the cold war,the U.S.unprecedentedly launched massive intelligence investigations,offered many suggestions with respect to the reform of intelligence coordination mechanism,and implemented many reform measures in ten years afterwards.The study of its ten years intelligence reform efforts may help to better understand the historical background of its national intelligence reform after 9/11.Method/Process]With the application of historical analysis method,the thesis tries to reveal the basic reason for its intelligence coordination reform,the problem found and suggestion offered by the congress and relevant intelligence investigation committees,and implementation measures in the realm of intelligence laws.Result/Conclusion]The study found that the U.S.is fully aware of flaws in its intelligence coordination system in the 1990s,but unable to make any substantial change,which left hidden trouble for the next terrorist attack. |
