| 摘 要： | 目的/意义]为更好地发挥智库的功能,对智库的治理显得尤为必要。不仅要探讨智库治理问题产生的原因,还要探讨治理路径。方法/过程]通过文献与案例分析方法,构建了智库治理问题产生强化机制,以此探讨智库治理路径结构,并分析了美国智库治理案例。结果/结论]智库治理问题既源于智库内部资源与能力建设落后,又受到智库产品市场扭曲与智库竞争结构缺陷的影响,具有自强化特征。因此,为治理这三类因素,可形成由政府法律制度驱动的主导治理路径、社会力量驱动的辅助治理路径、智库自我内部治理的基本路径构成的整体性治理路径结构。各个治理路径相互强化、互相补充、共同作用,才能达到满意的治理效果。中国政府应依法治库、产业治库,拓展需求,加强社会舆论治理,规范智库竞争,引导智库合作,资助多类型智库发展,建设特色、专门性智库而实现智库治理。

| Abstract: | Purpose/Significance]In order to give full play to the functions of think tanks,it is particularly necessary to govern think tanks.It is necessary to explore not only the cause of the issue of think tank governance,but also the governance path.Method/Process]Through the methods of literature and case study,this paper constructs a strengthening mechanism of the problems of think tank governance,then,discusses the path structure of think tank governance,and analyzes the governance case of American think tanks.Result/Conclusion]With self-strengthening features,the problem of think tank governance is not only caused by the backward building-up of the internal resources and capacity of think tanks,but also influenced by the distortion of think tank product market and the defect of think tank competition structure.Thus,in order to govern the three types of factors,a holistic governance path structure can be shaped consisting of the dominant governance path driven by the government legal system,the auxiliary governance path driven by social forces,and the basic path of the self-internal governance of think tanks.Each governance path is mutually reinforcing and complementary to each other.And only with the combined action of these governance paths,satisfactory governance effect is achieved.Chinese government should govern think tanks by the law and through the industry,expand the demand,strengthen the governance of the public opinion,regulate the competition of think tanks,guide think tanks to cooperate,and finance the development of muti-type think tanks,build up special think tanks to realize the think tank governance. |
