| 摘 要： | 公共规制是所有公共规则和制度的总和,它可以是约定俗成的标准、法则或习惯,也可以是单方面的或经过有关利益人相互协议规定下来的共同遵守的条款、标准、法则或习惯。研究公共规制有必要理顺它与其起作用的载体的关系。在我国公共规制起作用的诸多载体中,市场经济、公共经济以及国有经济三个方面的研究很有现实意义。

| Abstract: | Being the summation of public rules and regulations, the public institutions refer to standards, laws and customs established by usage, and also refer to terms and conditions, standards, laws or customs stipulated by unilateral decision or agreements concluded by concerned parties. While researching, we need to pay attention to the relationship between the institutions and their involved carrier. Among many carriers taking effect, the research of market economy, public economy and state-owned economy bears great practical significance. |
