| 摘 要： | 农民整体素质不高已成为制约新农村建设的瓶颈。提高农民素质对于增强我国综合国力、有效转移农村剩余劳动力和建设和谐新农村具有特别重要的意义。提高农民素质必须采取以下措施:夯实农村义务教育根基,提高农民基本素养;加强农村职业教育,增进农民专业知识和技能;消除城乡二元结构,促进城乡人员“双向”流动;建立高校与农村联姻体制,培养乡村人才队伍;实行“农村志愿者”计划,带动农民素质的提高。。

| Abstract: | At the present,the overall low quality of farmers becomes the bottleneck that restricts the construction of new socialist countryside.Improving farmers' quality is of great significance for strengthening national power,tranfering surplus labour and building harmonious new countryside.Measures as follows must be taken to improve farmers' quality:laying a solid foundation in rural compulsory education and improving farmers' basic attainments;strengthening rural vocational education and promoting farmers' professional knowledge and skills;eliminating the dual rural and urban structure and promoting the two-way flow of rural and urban people;establishing the uniting system between colleges and counryside to cultivate rural talent team;carrying out "rural volunteers" plan to help to improve farmers' quality. |
