| 摘 要： | 面对日趋复杂的社会局面,如何避免决策失误、努力实现公共决策科学化显得至关重要。公共政策决策的制定是公共政策周期的起点,具体考察政策决策失误的原因并在其基础上探讨防止政策失误的对策,对完善公共政策的制定和实施具有极其重要的意义。
