| 摘 要： | 本文对我国土地承包经营制度存在的集体土地所有权主体虚位；经营权变异，土地资 源低效利用；耕地大量流失、抛荒等问题进行了较深入的分析，探讨了这些问题的成因，并在此基础上提出了试图完善我国土地承包经营制度的法律对策。
