| 摘 要： | 近二十年来，我国的国家立法和地方立法取得了显著成绩，社会主义法律体系的基本框架业已形成，当前整个立法工作应大力提高立法质量，完成立法工作向高层次和成熟化的实质性跨越。为此，逐步改革立法体制，纠正片面追求数量，加强立法理论研究，抓好立法队伍建设等，就成为现阶段极为重要而又十分紧迫的任务

| Abstract: | During the past 20 years great achievements have been accomplished in state legislation and local legislation in our country. Now that the basic framework of the socialist law system has taken shape, the legislation work is ready now for a new leap , a leap in quality of legislation and a substantial leap to a high level of maturity. Therefore it is an urgent task to gradually reform the legislation system, correct the iear of one-sidely seeking increase in the number of laws, strengthen the study of legislaton theory and establish a army of good legislators |
